Jay has many years experience practicing in various areas of law relevant to the multi-family housing industry including fair housing and employment, leasing issues, condemnation, real estate tax appeals, real estate related contracts, transactions and litigation. He typically represents apartment owners and managers throughout Indiana providing counsel and advice related to the myriad of issues that arise in the multi-family housing industry. Jay represents clients in court and before county and state administrative boards in real estate tax matters.

Jay earned both his undergraduate degree in Business, Economics and Public Policy (BS ’81, cum laude), and law degree from Indiana University – Bloomington (JD ’84). He served as Master Commissioner in the Marion County Courts from1990 – 1995. He has been a frequent speaker on issues affecting multi-family housing and is a certified instructor for the Indiana Apartment Association. He is a member of the Indiana State Bar Association and Indianapolis Bar Association. Indianapolis Bar Foundation Distinguished Fellow.

Donald W. DeBone

Partner

Don has been practicing law since 1994 almost exclusively in areas related to the multi-family housing industry. Don’s concentration has been in landlord-tenant law. He has represented property owners and management companies in such areas as evictions, collections and the defense of security deposit and other tenant claims.

Don has lectured extensively for clients and the Indiana Apartment Association. He has also taught the legal section of the Certified Area Property Supervisor class for the Indiana Apartment Association.

Don received his B.A. from Marquette University and his J.D. from Indiana University, Indianapolis.

Jessica L. Findley

Partner

Jessica represents both borrowers and lenders in commercial real estate loan transactions, including the negotiation of complex loan documentation and the delivery of legal opinions. Jessica has substantial experience in conventional financings as well as FHA-insured financings and FHA-insured note modifications with all of the requirements and procedures of the U.S. Department of Housing and Urban Development (HUD). Jessica also assists real estate investors and developers in the acquisition, disposition and development of commercial, industrial, and multi-tenant projects.
Associated with her real estate transactional practice, Jessica also advises clients on the selection, formation and operation of business entities.

In addition to real estate transactions, Jessica assists property owners with compliance with zoning and land use laws, representing them before the local zoning boards.

Jessica received her Bachelor of Arts degree with distinction and a double major in Criminal Justice and Spanish from Indiana University – Bloomington in May 1999. She was elected to Phi Beta Kappa – National Honor Society. Jessica graduated from Indiana University School of Law – Indianapolis, magna cum laude, in May 2004, and she served as a Note Development Editor for the Indiana Law Review.

Jessica is a member of the Indiana State Bar Association and the Indianapolis Bar Association. She is also a volunteer with the Make-a-Wish Foundation.

Rachel L. Elmore

Partner

Rachel practices in the area of landlord and tenant law, evictions, and collections. Prior to joining Landman Beatty, Rachel worked briefly as a deputy prosecutor in Hendricks County.

Rachel graduated magna cum laude from Indiana Wesleyan University in 2006. She received a B.S. in Political Science and also a major in Writing. While a student there, she was inducted into the Pi Gamma Mu Social Sciences Honor Society. Rachel received her law degree from Indiana University School of Law – Indianapolis in 2009. During law school, Rachel served as the Executive Notes Development Editor for the Indiana International and Comparative Law Review. Her student note was published in the European Journal of Law Reform in 2008.

Rachel is a member of the Indiana State Bar Association and the Indianapolis Bar Association. She serves as a court-appointed guardian ad litem for the non-profit organization Kid’s Voice.

Kathryn M. Merritt-Thrasher

Partner

Kathryn practices in the areas of real estate tax appeals, exemptions, transaction and litigation. Kathryn works closely with commercial property owners and managers to ensure that all aspects of the real property matter are reviewed and comprehensively pursued should an appeal, exemption or other action be warranted. Prior to joining Landman Beatty, Kathryn worked as a Corporate Banker within National City Corporation’s (now PNC Financial) Commercial Real Estate Finance Group.

Kathryn graduated first in her class, summa cum laude, from Ball State University’s Honors College in 2006. She received her Bachelor of Science degree from the Miller College of Business in Corporate Finance with a minor in Economics. While at Ball State, Kathryn was a Financial Executives Institute Scholar, a member of the Phi Kappa Phi Honor Society, and was an author and presenter at the Eastern Economics Association Conference in New York City, New York.

Kathryn graduated with highest honors from Indiana University’s Kelley School of Business, receiving her Master of Business Administration degree in 2012. While attending the Kelley School, she was inducted into the Beta Gamma Sigma honor society. Kathryn received her law degree, magna cum laude, from Indiana University’s Robert H. McKinney School of Law in 2012. During law school, Kathryn served as a Note Development Editor for the Indiana International and Comparative Law Review. Her student note was published in Volume 21 of the Indiana International and Comparative Law Journal.

Kathryn is a member of the Indiana State Bar Association and the Indianapolis Bar Association. Kathryn is also a Level II certified Assessor-Appraiser.

Cynthia L. Ball

Cindy represents landlords and multifamily housing owners and practices in the areas of fair housing compliance, housing discrimination defense, landlord and tenant law, evictions and collections. She appears regularly in courts located in Indianapolis and the surrounding counties representing landlord interests in cases involving landlord and tenant law, evictions and collections. She represents landlords and multifamily housing owners by assisting in the defense and resolution of housing discrimination claims in administrative agencies and courts. She designs and presents training programs for landlords, multifamily housing owners and trade associations related to multifamily housing on such subjects as landlord and tenant law, fair housing compliance and lease/contract law related to multifamily housing.

Cindy is a native of Indianapolis and received her B.A. in History from Butler University, magna cum laude. She attended the Indiana University Robert H. McKinney School of Law in Indianapolis where she received her degree in law.

Emma Kooy

Emma currently practices primarily in the area of landlord - tenant law. She graduated with high distinction from Indiana University – Indianapolis in 2018.  She received a Bachelor of Arts degree in history and minor in sociology.

Emma received her law degree, cum laude, from the University Of Miami School of Law in Coral Gables, Florida in 2021.  During law school, Emma worked as a law clerk for a probate and estate planning firm in Miami.  She also served on the Honor Council and was Justice of Phi Alpha Delta, Rasco Chapter.  
Emma is a member of the Indiana State Bar Association and Phi Alpha Delta Law Fraternity International.

James D. Bryan

James practices landlord tenant law, evictions, collections, and commercial real estate transactions.   Prior to joining Landman Beatty, he represented the State of Indiana as a deputy prosecuting attorney and served clients in private practice.

James earned his law degree from Indiana University Robert H. McKinney School of Law in 2009.  He also holds a B.A. in Biology and Chemistry and an M.S. in Biomedical Engineering.  With over a decade of litigation practice, he is experienced in client advocacy, negotiation, and trials.

James is admitted to practice before the Northern and Southern Districts of Indiana as well as the Supreme Court of the United States.  James is a member of the Indiana State Bar Association.  He is also a licensed real estate broker.

Philip Katich

Associate

Phil has 11 years experience practicing in the multi-family housing industry.  He has experience with evictions, collections and defense of various claims brought by tenants.  He also 5 years experience handling bankruptcy matters for both Creditors and Debtors.

A native of Northwest Indiana, Philip graduated Cum Laude from Valparaiso Law School in 2005.  He received his BA from Indiana University.  He is admitted to practice in both Indiana and Illinois.  He also licensed to practice in the Federal Courts for the Northern and Southern Districts of Indiana.

Amy Sexton

Amy practices in the area of landlord and tenant law, evictions and collections. Prior to joining Landman Beatty, Amy worked at an Indianapolis law firm, where she focused her practice on civil litigation.

Amy graduated from Indiana University’s Kelley School of Business in 2010 and received her law degree from Indiana University’s Robert H. McKinney School of Law in 2014. During law school, Amy served as Secretary on the Indianapolis Bar Association’s Law Student Division Executive Board, Treasurer and Fundraising Co-Chair for Women’s Caucus and was the 2013 Intraschool Competition Winner for the American Bar Association’s Client Counseling Competition. Upon completion of law school, Amy was awarded the Norman Lefstein Award of Excellence for contributing more than 200 hours of pro bono service.

Amy is a member of the Indiana State Bar Association and the Indianapolis Bar Association.

Stephen F. Woods

Stephen’s primary focus is in the areas of landlord and tenant law. Before joining Landman Beatty, Stephen has garnered experience in litigating various civil matters related to real estate, personal injury, contracts, family law, and other areas of tort law.  

Stephen earned his Juris Doctorate from Western Michigan University-Thomas M. Cooley School of Law in 2021, graduating with high distinction. Prior to attending law school, Stephen graduated from Indiana State University with a Bachelor's in Legal Studies and Political Science.

Riley J. Pelton

Associate

Riley currently primarily focuses on landlord-tenant related matters. Prior to joining Landman Beatty Lawyers, Riley represented criminal defendants charged with major felonies, as wells as civil clients in family law and personal injury matters.

Riley earned his law degree from Indiana University Robert H. McKinney School of Law in 2020. Prior to law school, Riley received his B.A. in History from Wabash College in 2017 and competed on the Little Giant’s soccer team all four years.

Riley is admitted to practice before the Northern and Southern Districts of Indiana after passing the Uniform Bar Exam. Riley is a member of the Indiana State Bar Association.

Grant L. Williamson

Law Clerk

Grant currently primarily focuses on landlord-tenant related matters. He graduated from Ball State University in 2018 receiving his Bachelor of Science degree from the Miller College of Business in Accounting with a minor in Economics. In 2019, Grant continued his education at Ball State where he received his Master of Business Administration (MBA) with a concentration in Finance. While attending Ball State, Grant was a member of the Ball State football team and was named a Mid-American Conference All-Academic Team member.

Grant received his law degree from the University of Dayton School of Law in 2023. During law school, Grant worked as a law clerk for the Honorary Richard R. Stalbrink, Jr. He further garnered experience with the Federal Communication Commission (FCC) in regulation compliance while working for a large Cincinnati based news company. Grant worked as a law clerk for a firm in Northwest Indiana that focused its practice on various civil litigation matters in both state and federal court and now continues in that same role with Landman Beatty Lawyers as he prepares for the Uniform Bar Exam in February 2024.

Joe Meek

Senior Counsel

Joe Meek has over 30 years of legal and judicial experience. Joe served as Magistrate of Bartholomew Superior Court 2 from 2003 to 2020. He is the longest serving magistrate in Bartholomew County history and heard over 15,000 civil and criminal cases during his time on the bench. Joe was the vice-chair of the Bartholomew County Evidence Based Decision-Making Policy team. As magistrate, he helped develop and implement several improvements to the Bartholomew County justice system including pre-trial release policies in criminal cases and paperless case files. Joe continues to assist Indiana’s trial courts by serving as a senior judge when needed.

Joe represents clients in various civil and administrative matters. Joe’s experience allows him to bring a unique perspective to every case. He knows each case is important to the people or organizations involved and understands the importance of resolving issues effectively and efficiently. He is also available to consult about pre-trial release policies and landlord-tenant issues.

Joe was born and raised in Columbus, IN. He graduated from the University of Indianapolis in 1986 with a B.A. in Political Science and History. He earned his law degree from the Pettit College of Law at Ohio Northern University in 1989. Joe is active in his community and serves on the Board of Directors of Clarity of South Central Indiana, a local non-profit organization.

Jeff Oliphant

Of Counsel

Jeff has spent his entire legal career representing and working for victims of wrongful death and injury accidents and incidents. He began as a law clerk for a personal injury firm while a student at the I.U. School of Law and quickly realized he wanted to spend his career helping people hurt and damaged by the negligence and fault of others. Rather than use a mass advertising campaign with billboards and commercials, Jeff has always chosen to have and maintain more personal relationships with his clients. With an office centrally located in Indianapolis, he has enjoyed many opportunities over the years to meet and represent injured persons in counties throughout Indiana.

Jeff grew up in southern Indiana, graduated from L&M High School and Indiana University where he played for the Hoosier basketball team and coach Bob Knight. He was a member of the 1987 NCAA National Championship and 1989 Big Ten Championship teams, and was awarded the Scholastic Athletic Achievement Award from the I.U. Varsity Club and the L.G. Balfour Award for bringing honor and distinction to Indiana University.

Jeff was admitted to the Indiana State Bar Association and the United States District Courts in the Northern and Southern Districts of Indiana in 1995, is a sustaining member of the Indiana Trial Lawyers Association where he has served on the Board of Directors since 2004, and has been selected by his peers as an Indiana Super Lawyer.

Nancy practices primarily in the areas of Civil Appeals and Bankruptcy. She served as law clerk for the Honorable Robert H. Staton, of the Indiana Court of Appeals for two years (1988-1990). Nancy currently concentrates her bankruptcy practice on the representation of landlords in consumer bankruptcy cases.

Nancy graduated from the Indiana University School of Law-Indianapolis in 1988. She also has an MLS (Master of Library Science) and a B.A. Degree from Indiana University. Nancy is a member of the Indianapolis Bar Association and the Indiana Bar Association. She has lectured and co-authored on bankruptcy basics for the Indiana Continuing Legal Education Foundation.

Before joining Landman Beatty in 2019, Bill owned and managed his own practice for 25 years.

Bill’s career has mainly focused on representing individuals and multifamily investment owners and managers in the areas of eviction and collection law, lease drafting and landlord-tenant litigation.

Bill is an Indianapolis native and attended the University of Dayton receiving his B.A in 1980 and attended both the University of Dayton School of Law and Indiana University Indianapolis School of Law earning his J.D degree in 1984.

Jim Beatty

James W. Beatty

Jim was a founding partner of Landman & Beatty. With more than 40 years experience, Jim practiced primarily in the areas of Property Tax Appeals, Zoning, and Real Estate Development. Jim represented commercial property owners and managers in Property Tax Appeals around the State of Indiana, including hearings before township officials, county boards, the Indiana Board of Tax Review, and the Indiana Tax Court. He represented national, regional and local apartment owners, developers and management companies, as well as owners and managers of office buildings, shopping centers, professional buildings, industrial facilities, and other commercial property. He also handled related transactional work, as well as represented clients before local zoning agencies.

Born in Fort Wayne, Jim is a graduate of the University of Michigan and the University of Michigan Law School, where he received the Order of the Coif, and served as an Assistant Editor of the Michigan Law Review. He served in the United States Army, Judge Advocate General Corps. He also served as Corporation Counsel for the City of Indianapolis (1964-1966).

In 1977, Jim and Bernard “Bernie” Landman formed the law firm of Landman & Beatty.

Bernard (“Bernie”) Landman was one of the founding partners of Landman Beatty. Bernie was a graduate of Indiana University – Bloomington and Stanford Law School. Bernie served in the U.S. Army as a First Lieutenant. As a lawyer at Landman Beatty, Bernie practiced in all areas of real estate with a concentration in development. He was instrumental in the growth and success of one of the nation’s largest multi-family development and management companies, Gene B. Glick Company, Inc.

In Memoriam

Virginia was a pioneer for women in the law. A native of Plainfield, she received her B.A. degree from Indiana University, and was elected to Phi Beta Kappa. She graduated first in her class from Indiana University School of Law – Indianapolis, cum laude, where she was elected to serve as Indianapolis Editor of the Indiana Law Journal. In 1979, President Jimmy Carter appointed Virginia the first woman in the United States to serve a full four year term as U.S. Attorney. She served until 1981. She served as an Indiana Deputy Attorney General (1965-1969), a member of the Indiana Board of Law Examiners (1971-1976), and was Chairman of the Board of the Indiana Department of Correction (1989-2006). Virginia was a practicing attorney with Landman Beatty up until her death in 2006.

In her lifetime, Virginia received numerous awards and recognitions. In 1996, Virginia received the first Indiana State Bar Association Women Lawyers Committee Women in the Law Achievement Award. In 2000, Virginia received the first Women’s Division of Indiana University School of Law, Indianapolis award as Outstanding Alumna of the Year. In 1992, Virginia received the Antoinette Dakin Leach Award from the Women and the Law Committee of the Indianapolis Bar Association. In 1979, Virginia received the Distinguished Alumni Service Award from Indiana University. In 1979, Virginia received an Honorary J.D. Degree from Indiana Central College (now University of Indianapolis) and in 1986, received an Honorary Doctor of Law Degree from Indiana University School of Law, Indianapolis.
